We agree with her the goals were too broad for the program, and it's been difficult for Healthy Campus to make radical changes to campus or eating habits on campus. While ultimately the program's overall goal should be to have a healthy campus, they should have more specific initiatives that can be measured to numerically show the campus is making the move to health.
